The Association of Home Appliance Manufacturers is telling the Department of Energy that the new dishwasher regulations are so stringent they will force homeowners to re-wash their dishes, wiping out any efficiency gains.

The new regulations, if implemented, will allow home dishwashing machines to use just 3.1 gallons of water per load.

According to Rob McAver, the AHAM's head lobbyist, as quoted in an article posted on The Hill (www.thehill.com):

The poor performance that would result would totally undercut and go backwards in terms of energy and water use, because of the need for running the dishwasher again, or pre-rinsing or hand-washing, which uses a lot of water.
